It depends on what type of web development you are going after. If there is a specific language you'd like to write in, I would suggest doing a search for the specific language and the word "tutorial". There is a lot of helpful information out there, especially regarding this field. I think what you need to first figure out is the destination, then you can find the route more easily.

You can write in plain old html, jsp, php, xhtml, and the list goes on. Each language has specific attributes that will perform certain functions better than others. Some languages are very dynamic and will build a website "on the fly".

I find it much harder to design a website without laying it out on paper first, thinking about where I will put links, how many I will need, and so on. Sometimes I just design a site in Photoshop, or CorelDraw and then export the image in slices and use tables in html for the images and content. Then I will use javascript for mouse over effects, or create a menu in javascript and add it to the page. I could go on, but I don't know what you are searching for exactly. I'm sure there are forums for every language out there, as well as for "design" only.

School would be nice...but I have been teaching myself on and offfor the last few years. I have many years of computer experience that helps.

I am using css and layers. Also I am using flash.

Aybody can put up a website,

Deciding if you want a sales, or a broshure, or a vanity site is the first step.
Then, it takes a good marketing author to say the right things,
A marketing copy wrighter for marketing is hard to find. Some words will trigger better responses. Some things wil guide them to click away.
A few things will cause you to lose a possible client.

Things that don't work..
Phone number alpha numerics. IE: 756-sign, makes the user decipher the letters.. Stats show they hate that.
Long load times Crazy noisy FLASH with no way to bypass the load or turn off the tunes. Non matching pages. Difficult to surf from page to page. No return to home buttons. Lack of proper hierarchy

Boring text. Welcome to my website blah blah. Thats worse than starting a novel. "It was a dark and stormy night" or "once upon a time".

Self agrandizing terms. IE: We are the best, Premier, we use only the best. we are the leading. blah blah. We all know they are lying when a site says that.
Cheap looking animated graphics. Strange colors and non readable back grounds. Bad text color over non contrasting backgrounds.
