I've got to ask "Why?"
It's not balanced and fluid like flames should be, it really looks like somebody just quickly hacked them out, sorry.

those are ugly flames.
Flames should flow... think of water, or better yet, the water in a ocean. Needs to float about, no shart curves. And the licks should have similiar positive to negative space. The inside of a double lick should look like a drip of water. Not a square, not a triangle, not a distorted mess.... but a drip of water (or blood, coke, coffee... whatever you like to drip).
Basically... find a new flame. :)

It could have come from a number of places, then most likely distorted from there...Are they paint ? Very likely they were drawn out and taped then painted on.

Draw your own, it's easier and cheaper! There are so so many flame designs around it would be near impossible to guess what exact one that flame is.
Take a photo, vectorize, then cut.

If you must...place ( tape ) a piece of paper over the existing flame, trace it. Make pounce pattern. Just use the other side of the pattern, you have a mirror image....Tape and paint....done, or you can transfer that image then to mask and hand cut...or..you can transfer that image to vinyl and hand cut it. ...There are several ways to do it.

yeah i'll prolly just hand cut, just thought i might could find it to run thru the cutter, thanks
Judging from your photo I would guess that they were hand drawn. To do your own I would suggest you first thoroughly clean and prep the surface.
Make a full size paper pattern, go over the pattern with a pounce wheel. Tape the pattern in place and use a pounce pad to transfer your flame pattern on to the vehicle. Use fine line tape to to follow the contours of your pattern. Mask off all the non-painted areas for over-spray. Reverse the pattern for the other side.
After scuffing/preping the area the next part is the tricky part. Painting the flames. If you have no prior experience at this then I would suggest you find a body shop that specializes in custom painting.
Paint 'em mild to wild......depends on your taste!

Or better yet, while it's in the body shop get them to remove the other side as well and start over from scratch!

Personally I am sick to death of flames. Why don't you try and talk your customer into something original that pertains to his business. How about a spray gun up the front with a blend of colors blowing down the sides.
Weather these flames are ugly or not - Who cares..?
Weather or not you like flames - Who cares..?
This is what the client / body shop wants/needs. Trace them out, cut them and be done with it...
I would use paper such as you would use for plotters/pounce, tape it to the truck, and trace away. Scan it in or take a digi pic and vectorize. Money is money period...

I agree with TVG...
Those ugly? OH YA!!!
BUT, who cares? The customer wants to pay to have one side replaced then do it.
Personally I would try to upsell into doing both sides...but if I couldn't, I'd get a deposit - I would take a picture, blow it up, vectorize those flames, mirror image them, cut and apply them, then say pay up the 2nd half! and walk away smiling...
Even though they are ugly. money in the bank!
