Is the blade in the correct position? There are 2 places for the blade. It needs to be in the slot so it’s cutting on the hard cutting strip for kiss cutting
We had exactly the same issue. We did this for a while burning off the frayed edges. It was only a temporary fix and we did eventually have to replace the belt.
I agree with earlier post. If the image is upward facing on your CNC you need to cut with a downward spiral bit. Works for us - Vutek QS print and AXYZ CNC.
You may have a build up of ink around the print head. Clean it off with a swab and cleaning fluid but don't wipe the actual nozzles just around the outside of the head
If the rollers are worn the gap in the middle may be wider than at the edges (generally caused by mounting boards). This can cause a 'D Wave' in the material which will cause problems when laminating
