Are your print heads calibrated for the media? I would clean your print heads and do a color calibration.

I'd say it's the surface from the factory rollers...preventing total ink coverage. (plasticizers?) The only difference between 35 & 35c is the adhesive, not the surface...so that's not the problem. It's likely a problem with that batch. Start a case with your 3M rep...give them the lot # etc...and whatever else you have left.
Til then, grab some IJ40 and finish the job maybe?
