The way I have done it is..
Click on " Lists" than "templates"
Click on the "templates" drop down menu in lower left corner and choose "new"
Choose the type of template you are going to create.
At the bottom of the design page choose "layout designer"
Here you will be able to customize...

Figured it out for anyone who cares or runs into this in the future. I drilled out the rivets on the retainer and found that the flex material was screwed into the inner (square tube steel) frame with a lot of screws. No tensioning system. Thanks for your suggestions.
