all head cleaning solutions need to dry very slowly.
I've used NMP straight, not mixing. It does not dry fast. But any left over ink will gunk up. It's best to flush which pushes the ink outward.
If you ink is compatible with Acetone/BC then yes. That would be good to do a final clean.
You'd have to do an acetone ink test by placing acetone on a cured print from your machine AND doing a blend test wherein you mix acetone with uncured ink and let it set overnight to observer its behavior. The blend passes if the ink shows no sign of sediment or coagulation.
The NMP may have softened latent semi-dried ink into a skin? I've put several gallons of NMP through Toshiba CA4s. My usual method was to pull the top ink inlet and syringe the ink through the head. Have you done this?

I'd remove the head keeping the plate on. When screwing on the fittings to the new dampers, you might wish to orient them so that they, when torqued a 1/4 turn to not end up under stress causing them to want to untwist. In other words, look at the destination of the line "as a relaxed line"...
