There are several ways to skin this cat. You could drill and tap the pole and thread in an eyelet, you could weld on an eyelet, your steel and all thread idea sounds good, although I would use unistrut instead of the 1/4 inch steel.

A printer cutter setup will work if you don't want to laminate the decals. Otherwise you would need a plotter that can automatically read registration marks like a Graphtec. You can even print a barcode that the Graphtec will scan to bring up the proper cut program.

I would just glue acrylic letters to a sheet of sign grade acrylic. Polycarbonate doesn't glue well.

Faces for signs on acrylic, polycarbonate and acm would be my go to's. A flatbed printer is on my wish list.

I considered the 3D printed letter thing. It's just too slow, and the size limitations are an issue. I could cut several sheets of numbers before one number is done printing. For the most part material costs are minuscule compared to labor.
