Quit buggin' me
Looks like a brushed aluminum background with a color (red) overlay to me?

Yep
go here and get this one:
http://www.photos-public-domain.com/2011/01/01/brushed-metal-texture/

Add a layer on top and fill it with red
Change the transparency mode to additive, multiply or overlay, etc - pick one that gives you the look you want & adjust the level of transparency to dial it in.
Does not need to be done in Photoshop you can do this easily in CorelDraw or Illustrator.

Very quick...

  • Brushed aluminum background masked by an oval.
  • Layer "Blending options" to add the "Bevel and Emboss" and "Color Overlay" (Multiply w/ 80+ opacity).
  • You will have to create a custom Contour under the Bevel and Emboss to get the look you want.

I hope that helps...
