Looks like padding for under a carpet.

That shouldn't be too difficult to reproduce. Try starting out with the blue color in Photoshop and apply Filter>Noise>Add Noise. Playing around with the settings should get you close.

I don't have a clue as to how to reproduce it, but now that you know its name, perhaps you could ask around.

filter > add noise (gausion and monochromatic)
filter > emboss
new layer > set to multiply, add color.
done.

plaster would also be an acceptable filter.

eye candy also has a set of filters that may work.
