Does anyone know what this would be called? I am looking for a photoshop brush, but I am not sure where to even begin! Thanks so much/.

That shouldn't be too difficult to reproduce. Try starting out with the blue color in Photoshop and apply Filter>Noise>Add Noise. Playing around with the settings should get you close.

filter > add noise (gausion and monochromatic)
filter > emboss
new layer > set to multiply, add color.
done.

in ps select your foreground color teal and then background color grey then difference clouds then add noise.

i think... :)
