Do you think this is a bad roll or something else?

I paid good money for you to read this!
20' into a roll of Arlon 4600. Inks and optimizer are in warranty. Anyone have an (informed) opinion about whether this would fail prematurely? I'm in a crunch unfortunately. This is supposed to be a solid color. The only saving grace is that it's covering a van window and supposed to match the van, which is metallic so it kinda works! :)

Definitely try another roll.
Then check temperature of everything (shop, printer pre heat, printer post heat)

Wipe substrate partially with IPA and print an image on both wiped and unwiped area and you will immediately see if plasticizer is your issue.

I just told Wensco I had a bad roll and they replaced it without so much as a blink.
To clarify, I am having no issues on any other rolls of materials.
