Easy to use 24" vinyl printer/cutter for High School Graphics class

I am a High School Graphic Communications teacher who was just told that there was a few thousand dollars to buy a Vinyl printer/cutter to make signs, stickers, decals etc.

I know that the optimum choice would be larger but keep in mind I only have around $1500-$2000 to spend.

What are some good options? We have CS6 so illustrator is the program we would use.
