HP L315 printhead issue?

We are running a L315.
The media is New Life Magnetics.
Would this be a printhead issue or possibly the media issue?

Appears to be ink smears originating in the cure unit.

Attach to the Take-Up Reel (if present) or increase the front tension at the media's lead edge to keep the media flat in the cure unit.
