JV3-160 Black Printing Issue

[High Side Design]

It's been a could days since I've printed (been on vacation).
I printed a car wrap and the black looked lighter than normal (greyish). I printed the opposite side and it looked even more grey and some pretty noticeable banding lines.
When I change the resolution to 720x1420, the print is nice and black (heavy heavy amount of ink). Change it back to the normal 720x720 it looks very grey again.
Have I starved the ink or what can I do to fix the problem?

I've soaked the heads, checked the dampers, yadda yadda. I'm about to try and clean the lines. Would this possibly be part of the issue?
