Commonly done with a Gerber Edge. They have a number of shiny medal foils available including silver. None are recommended for outdoor use however, where any significant image life is a requirement.

I'd say it was printed on the chrome vinyl using white ink or white thermal (Edge or DC3 etc.)

What does the back side look like when you peel off the liner? Is it white, or chrome?

Its white, There running them on quads and they actually stick really good and have a thick laminate over it.
