Looking for help designing a Fishing Ruler for Muskies

Hey, looking for a way to design a ruler or measuring graphic for measuring muskies. I want to fab it out of PVC and print some Muskie pics or Muskie Canada on it. I can't find an accurate measuring graphic. Using Flexi Sign program.
