What is the possible reasons for my waste tank to NOT be filling. Over 1 year and no waste in tank. No printing issues.

I'm willing to bet the waste ink is going somewhere. Take the panel off the front right of the machine (capping station cover) and look for a pool of ink. You should see two hoses coming off the pump and going down through a hole above the waste ink bottle. Route them correctly if they are mispositioned. They should not extend into the waste bottle and should be trimmed flush with the machine.

Ink is either collecting somewhere else or the maintenance station isn't working and you've just been really lucky. Take the cover off and watch the tubes while a a cleaning runs. That will tell you if ink is flowing or not.
