As the two "o"s are different, it's likely hand done.

It looks like a mangled version of Poor Richard.

You might be able to replicate a similar 'feel' by using a similar regular font, then playing with the 'roughen' filter in illustrator... sorry not sure how to do that in corel... or if available.
