Neon tube partially lights NEED HELP

We are servicing a neon sign for SUPERCUTS. We found a bad transformer and replaced it. RCUTS is on the new transformer. When we turn it on, R works, C is off, U lights partially, T works and S works. If we hook up C by itself, it lights normally. The GTO looks good. We went ahead and changed the GTO on both sides of the C but it did not help. On the U, both ends light with a bulb tester. What are we missing?

Maybe the transformer isn't putting out enough power? Could you hook up the other one to see if you get the same result?

get a piece of GTO wire, strip it back 2 to 2-1/2 inches, put a hook in the wire on both ends, then remove the Boots on all ends of all affected letters, then jumper each letter, basically bypassing each letter, Example, if it is the 'C' put your GTO on the input and the other end of the letter on the output, try each letter individually until the other letters light up, it sounds like you may have a weak or bad electrode. Those are the silver looking things at the each ending of the letter that transfers the electricity thru each letter.
