Are you using the proper paper for the ink you are using? I have seen aqueous papers do that if they we printed with latex ink.

Try roller tension. We used to get head strikes all the time on a synthetic paper we run on a regular basis, reduced the roll tension and it has all but disappeared.

If it is smudging it is not curing. paper is a fine line between turning the heat up to cure without buckling the paper causing head strikes. I used to hate paper but since we got out HP latex I will print full rolls no problem. We mainly print SIHL 3686.
