Release liner ON TOP of the laminate?

This is weird..
I just laminanted 2 rolls of material.. Using Oracal 293..

After laminating we started to trim the panels and it seemed like the edges were peeling up.. I had a mini heart attack thinking that the lam. didn't stick and that I just wasted 2 complete rolls of laminate and printed material. There is a clear release liner on the 293?? WTF? I've never seen this before I called both my suppliers and asked them about it they both knew nothing.. anyone know anything about this?

Only thing I can see is that it's a protective cover to prevent scratches during install?

Just got off the phone with the supplier.. Turns out they make the vinyl with a 1mil liner on it but it's normally removed at the plant.. Something must have happened and the liner stayed on a batch.. Interesting...
