spacing boggles me

the spacing on this doesn't seem to make sense, but any suggestions I tried a few but to no avail

Looks like it's from an architect's spec, hence the total and utter lack of kerning.
I'm surprised it's not 6" Helvetica.

If you manually kern what you were supplied, the architect
will not stamp it.....because they pretty much suck eggs
and have their noses in the air!

I find times new roman always kerns horribly and sad to say far to many signs have left here and only after they are done do I catch the ugliness of them...oh well, so long as the customers don't pick up on it.
