Weird Flexi 21 issue (displaying wierdness)

We have several Flexi subscriptions on different PC's, 'design' on one and 'RIP/Print' on another.
The files look fine on the 'design' PC, but when I go to the other PC to to print and open the exact same file...these weird stripe patterns appear. If I send the job, they look this way in the print dialog as well.
Any ideas on what this is? I could maybe understand if they were different versions in Flexi but both are 21.
Our designer had photoshopped some texture in the black areas in the text, does this have anything to do with Flexi freaking out with it?

CorelDRAW is best
Design PC should be exporting for print to a "Hot folder" linked to the Flexi RIP. That eliminates the need to "open" the file and print. We have a dedicated PC for the Flexi RIP. All designers export their files the hot folder for print. The Print Tech can then manage priorities and/or what jobs get "ganged up" for like substrates etc..
