so i changed the dampers and pump and the cap station on the cyan ink. Ran a test print, every color is good except the cyan. turned machine off and manually tried to suck the ink through the cap station with a syringe and I cant get any ink to run. What could it be? its as if there is a leak...

Thanks for all the advice, but what I did was got some auto/car paint from AutoZone. I sanded down the surface with a high grit sand paper then covered up the primer with the auto spray paint from AutoZone. Worked like a charm.

So I ran a test print (attached pics) seems like its all off and nothing is lining up. images are coming out blurry and not crisp. I have adjusted the Bi-Directional settings, that didnt help. I am going to go buy some alcohol to clean the encoder strip. other than those 2 ideas, i dunno what...
