You will get the best results when using a liquid UV laminator like those built by Tech Lighting.

The problem is with the media. You have plasticizer migration which is causing the ink not to stick in those spots. Plasticizers are what make a vinyl soft and flexible. Normally this is caused by improperly and or old stored media.
We had the same problem with a Roland XC-540. It turned out to be the Roll was overwound and the machine was straining to pull the media off of the roll because of the “stick”. Try unrolling 6 feet or more off the roll and see if that cures the problem. It’s more common than you think and does...
