Start with the head soak because it's less aggressive. If that doesn't work, you should look to see if there are any instructions or tutorials on how to do the flush for your print head. For mine, I have a syringe and tube that came with the printer.

Well I don't know for sure, but that seems old to me. The ink I use for the UV printer I'm referring to expires at 1yr. Is the Cyan older than the other colors?

I had the same problem on a non-Roland flatbed UV printer. The issue was expired ink. Check the manufactured date on your ink.
