Generally, when I have to tile something, I make my own tiles and send them to the plotter as their own file.

Um, I think a starting point would be to learn the difference between raster and vector images. Hint: your cutter will not cut raster images. When you scan a drawing, it's a raster image. You will have to convert the image to a vector image and seperate the colors for your cutter to cut one...

Could be useful in the future: Ctrl F will paste in front of current layer..

Simple way in Illy: Ctrl C, then Ctrl B to paste a new layer in Back. Add stroke(s) to back layer(s). This should get you started..
