It's amazing what a simple drop shadow will do to add a little dimension... if you don't want the "drop shadows and bubbled icons/panels" maybe try making them look like 3D boxes? Take a look at the website Circleville posted... a slight gradient to corner background and the striped texture...

And without knowing the other side of this story... if I was printing this file for you, without a sample to color match to, my answer would be the same, PMS defined or not. Now as far as said company not responding, or selling you inferior quality... you get what you pay for. Next time, price...
