What makes ink receptive vinyl work?
Does it have something to do with the structure / surface energy / density / architecture of the polymer's matrix?
Is there a difference between vinyls that have ink receptivity...

As I mentioned earlier, a light table really works well. We do thousands of 4" x 8" engraved pavers using white sign vinyl. I built a special inclined table with a glass top.
The surrounding area of the glass was etched and painted on the back side so only a small window of light shines...
Unless you know an inside source in a place that refurbs drums, I would suggest The Plotter Doctor. He most likely has dozens of drums done at a time and can negotiate a far better price than you ever will.
