I would think 48 x 96 surface area as that is the most common substrate size.
personally we would be looking at a 60 x 120 size

the picture you posted, seems like there are voids in the lighting. Is that the case? is there room to add lighting?
we have seen this before and it usually is caused by the cut contour being an incomplete circuit.
if you go into the design zoom in and trace the lines, there will probably a missing node
also just to make sure the top layer is the cut contour color and you are not flattening the file during...

the biggest point is making sure you have the correct material (cast conforms better) and use heat
if you are worried about the seam;
reduce the length to 10' and use a single panel
use Lexan, and have it cut at 12' Length
seriously though 28" x 12' is one odd sizes sign for placing on a building

It all depends on the budget,
A full frame is the best way to go with the seam connecting on a support.
the budget way is to take a another piece of material (dibond is our preferred) and connect the seam on the support piece.
The cleanest way to connect is using VHB tape, POP rivets are...
we personally have a vertical storage rack on wheel and move it as needed

the website needs to be MUCH bigger and separate from the logo, it is getting lost.
also IMO if you are going to put fleet numbers on a vehicle then it needs to be a higher or odd number
