Those feeds and speeds area a good starting point, what is your hold down method, is it solid? ANy vibration and your finish is crap.
Personally I only use Belin, $33 a bit single flute but nice finish.
Is this a 1/8" spiral flute your using? 1/8" CED? Or a engraver bit?

If it was caused by the sign, 9 and a half times our of 10, these fires are caused from no metal conduit being used.
The original sign installer AND any company that ever came to service this sign we be FULLY responsible.

Sounds like maybe using the wrong trim cap for a particular letter. I like Jewellite too, but only on large letters over 30"+, anything smaller PLASCO Trim Cap. Much easier and faster to fabricate with, won't split on the corners, easier to notch, etc. I have signs that are 16/18 years old...
Silvatrim is no more, but never heard of a tool to notch, unless you mean a hand notcher used for sheet metal and alum commonly used for notching returns of channel letters. I've never use that for trim cap, I've always used a drywall type knife to notch.
But PLASCO is back now *COUGH*...
amazing how "feeling good" sells, and sparks the emotion to pay more for something that is unnecessary. Legislation is even passed and lobbied so you and I pay for a product someone else uses that is handicapped in the market place that otherwise would never make it by itself based on it's own...
