I have a Chinese made 48'' plotter (Seiki Tech SK1350T), and running through cutting software FlexiSign 10.5.

Sounds to me like a resolution value in the cutter configuration! Normally with American and Japanese plotters the resolution is 1016 but some for some Chinese plotters this value needs to be adjusted to higher or lower depending on how much your off the correct size and this is exceptional for...

i would simply cut name in white vinyl reversed, and the edges in the closest color vinyl and apply! Maybe sounds dumb but you can't get a more clear and cut result!

Just import your image in FlexSign as a PSD (Photoshop format image), keep your background transparent, once imported in Flexi you have a bitmap image with no background but in order to create a contour-cut vector you will need to create it manually, by selecting the magic wand tool under bitmap...
