We use 3m 50 series Scotchcal on polycarbonate with no issues. You don't need high tack unless you just want to use it.

We use Flexi Sign on a daily basis and love it. Flexi is mostly sign making software with a little bit of RIP capabilities. Rasterlink is more RIP than sign software.
