This actually comes up quite a bit in my world. If they don't expect files to be free (which most do), they expect to get the production files if it's itemized.
First if you have to use a raster file I would try an uncompressed format such ad .pdf, .tiff, .png. Look at the 'blue' color and what the RGB/CMYK values are. I had a client that made a 'blue' on their screen but when it printed it was purple, the CMYK was 90%, 100%, 0%, 10%. Maybe look at...
A product should last as long as the manufacturer says it will - that's the issue. I have signs made with cast vinyl out there that look great after 6 years... and those customers willingly paid for the premium materials.
