Another new first for me with permitting the past 22 years. This municipality is asking for "2012 building code compliance documents". I know what the 2012 building code is, but I've not heard of "compliance documents". Anyone heard of something like that before?
We've done these types of signs from scratch for property managers and I just make the tenant panels with ACM from the start. It's not my preferred material but I know as soon as some other slap-dash shop does one, they're going to use ACM anyway. Might as well make the original sign to accommodate.
I don't think you can ever count on removing vinyl lettering from the top of other vinyl. Maybe when it's close to new, but once that adhesive has had time to cure, it's going to pull up the vinyl under it.
I would do as others and suggest other options to the sign owner. Unfortunately too many...

I don't care for any new vehicle. I'd rather spend $600+ a month upgrading and putting gas into my 73 Chevy C10 that I hold the title to as opposed to making a payment to the bank. Make me a $3000 drop in electric drive train and battery pack for that C10, and I might consider doing that. But...
It used to work that way here. Now the entire permitting process is done thru an online portal. No face to face time, let alone even a phone conversation.
We've repaired countless signs like this with VHB holding the acrylic to the aluminum. We purchased a stud welder for this purpose and don't have trouble with the acrylic falling off.
The one downside to a stud welder is that typically 090 will be too thin because you'll see puckers on the face...
If it's a pain in the ass to get an answer/reply from the municipality in question, I would work under the assumption it's the pink area.
If you are trying to push the envelope as far as possible and use the green area, you definitely need to get an answer from the proper ruling authority...
I'd be worried about the premask getting bunched up and not cutting. It just doesn't stick that well to the backing paper to hold in place while cutting. Maybe if you had a circular blade that rolled as it cut as opposed to the knife.
