As a suggestion, see if you can contact Adobe's sales reps for educational discounts, heck maybe even a donation trial program. That should leave a bit of room for your budget.

If it is temporary or needs placed elsewhere or easily movable, we've had great luck with phototex and GraphiTex. For permanent installation, we've stuck with IJ8624, 3m textured surface. Apply and post heat and it conforms and sticks very well. Pricey, but worth it.

+1 on heat also. May also suggest, preheat then a bit of post heat.

I think your first design, including your background design was fine. It was a little busy, but it fit the overall theme of your layout. AND it was worlds better than the customer's choice. Use your background for an upcoming customer that has a better sense of style. ;)

+1 to that Tim. I've got great tattoos that mean a lot to me, and always will. Even my dumb tattoos serve a special purpose to me, if only to think back to what made laugh about getting them. They are great points to reflect who you were at the various stages in your life.
