When you open in Corel and select the outline does it show in Corel as an outline? If it does then just go to the outline tool flyout, click the outline pen dialogue, and check the "scale with image" box.

I believe that if you have the file on your computer but don't have the font for it then you won't accomplish what you are trying to do by converting to curves (if you even can convert it). The supplier of the file must convert the font to curves before sending it to you then you can open it...
