3D on a budget

I need some advice on 2.5D and/ or full 3D software.

I've checked out all the usual suspects;

Artcam Pro
Artcam Insignia
Enroute 3
Flexisign thing

So far Artcam Pro looks the best but is £5000.00 Enroute comes in at 5900 euros and insignia isn't much better.

Is there anything else out there that is any good for creating layered DXF files?

This is something I need to sort out before I can get up and running with the whole HDU thing- the price of this fancy pants software and the prices for shipping HDU across the Atlantic is going to give my accountant a heart attack- I need to trim some bucks off somewhere :)

Any ideas much appreciated, ta :)
