3M 180mC-53 Cardinal Red - adhesive issues

Just had a major set back on a fleet graphics install project, turns out all of the 25 Rolls 3M 180mC-53 Cardinal Red vinyl I bought is flawed, the adhesive is not sticking to the vinyl,

anyone experiencing the same or similar issue with 3M Cast vinyl?

The 3M lot number is M2324201
