A lighted sign, looking for direction on this.

Hello all,
I have a client in a historical district that is looking to have a sign built that looks like attached. The entire sign will be made of aluminum and lighted by the bulbs in the surround. Cannot be backlit. Sign face will also be aluminum and sunk lower than the surround and then painted on. Very vintage, retro styling and feel.

Any ideas who could build this or want to?
