Bad Pump or Cap Tops?????

I am getting hardly any ink in the over flow bottle during cleanings. I tried to pull ink through with a syringe but get nothing. I tried both tubes from the cap tops. Is this the right place for the syringe? I'm not clear how this works. Does the pump pull ink through the cap tops with vacuum to the print heads? Any suggestions would be greatly appreciated.

What machine are you using?
Sounds like a Roland VERSACAM.
