Best paint for applying wall graphics

After many years as an installer in Los Angeles successfully telling my clients not to have walls painted with Low VOC paint because vinyl won't stick to it, I now find myself on the other side of the equation being the one who has to source the paint and can't for the life of me find NON low voc paint for drywalls. I know that Zissner, 123 primer works, but does anyone know of an actual topcoat paint that can be used which vinyl graphics will stick to, thats availablein California?

Plenty of vinyl now sticks to Low VOC paint. We use IJ180cv3 and have never had a problem. General formulations has a whole line with HTR after the names designed for Low VOC paints. Is there a reason you can’t use those types of vinyl?

I find with most of my products from Drytac I can stick to the low voc paints as long as it has been a few days. When in doubt, I suggest people use Wall Size primer. You can find it at Ace Hardware and on Amazon. Roll this stuff on, give it 2 hours and then you can start putting up adhesive vinyl that isn't crazy expensive specialty film.
