Billboard Tensioning Options / Systems

The company I work for had me design a billboard for them. The billboard measures 16'W x 8'H. The depth of the structure is 2 1/4". I designed the banner at 16'6" x 8'6" to wrap around the structure and the original thought was to attach the banner with screws / fender washers through the grommets that will be in the banner.

Is there a better way to do this?

Have the banner made with 4" bleed and 4" pole pockets. Use conduit and ratchet straps and attach it to mounting points on the back of the structure.
