I spoke with a rep with American Ultraviolet and he said it's probably mercury and that it would re-vaporize and is common. Maybe someone else will find this info useful.
I replaced my two FB500 lamps this week and there was an information sheet in the packet saying that the brown marks are normal as the lamps are tested in the factory.

Your FB500 uses a small lamp that HP calls CH231A. What you are describing is not mercury rather it is an iron salt specifically iron iodide. You may have heard the term “metal halide” to identify a specific class of UV inkjet lamps. Your CH231A lamp is a metal halide lamp. During lamp warm up this halide enters the arc stream producing abundant amount of 380 nanometer UV. It will reappear upon cool down. TCS Technologies manufactures a version of the CH231A lamp for $155.00 each.
