Cold Weather Application - Foam Tape

Anyone know of double-sided foam tape (or vhb) that can be applied in cold weather? Most tapes have recommended mounting temp. of 50-60 degrees.

what are you sticking it to? I have heated a surface with a propane torch before sticking tape to it and it has lasted several years. This was a metal door on a college campus...
