Question Contract Screen Printer with PSST?

Long story short the current screen printer we are using is EXTREMELY inconsistent and the latest order of 350+ shirts were a 3 color plus white base. at least that was the invoice says and what we had paid. except when the shirts arrived you can see the shirt through the imprint.......

we are tired of their excuses and need a consistent and reliable screen printer.

obviously pricing is important as that is the primary question asked by all. Which is why we are looking for vendor that has PSST as SanMar is our primary source.
