If that file was downloaded from brandsoftheworld, it is the second .cdr file I have come across that does not open in coreldraw (X3 at least) -- I googled "snap-on tools filetype:pdf" and found a suitable pdf with vector logo and extracted it in illustrator

I don't have Corel so I wasn't sure if maybe I was just importing it wrong!
