Coreldraw Master Page/Master layers question

Greetings!

Having difficulty understanding how this works. On the face of it, an object placed on a master layer (e.g. a background image) should appear on every page? The problem is, while this appears true, it always seems to be at the front of each page, effectively obscuring everything else. I can't figure out how to send it to the back on each page.

Can anyone advise? I'm using X3.

make sure its on layer 2 of the master page. its working for me in x5

Thanks - but that doesn't seem to make any difference.
