Diffuser vinyl

Hello to anyone that can help. We have installed an internally lit pylon sign with blue translucent text.
Hot spots are occurring around the lettering. Is there a diffuser vinyl that has 70% illumination? Through my research I've only found 30% and 60%. Or does anyone have any recommendations other than applying diffuser film to the back side of the face?
