enhancing an image to best quailty

Just wondering if someone can point me to the best person,site, member, etc... to take what we thought was a great image ( I guess not ) and making it a great quality image.

To be used later for sublimation and to send for some embroidering (digitizing)

Any help would be great. This is not for personal gain it is for a volunteer group (Local sports team).

Your helpful suggestions are appreciated. If this does not meet the rules or requirements of the site. Please delete it.
