epson stylus photo 1280 problem

My 1280 just wont cooperate,,,after powering up the power light flashes. no matter what button I push just can't get the carriage to move out to replace
ink cartridges... could it be a censer may have gone out?

Could it be that it need a re setter chip for print cartridges???
